Nukes and Carnage

David and Jeff decided to change the sorry state of government in Canada.

David had a "brilliant" idea. "Let's come up with a plan that involves nukes and carnage!"
He was promptly thwacked not only by Jeff, but also by the brothers Ed and Netto Takashi, who were also exasperated.

"Wait a minute," Jeff exclaimed. "What are you doing here?!"
"Oh, that's simple," responded Netto. "Ed, Kain, Mike and I are investigating a criminal report! Kain thinks it's 'Dark Netto.'"

"But I thought you guys were all moving to Lower Slabovia," said Sally, who had just walked into the room.
"We were unable to move because of our criminal records -- you know about that, don't you?"

"Yes," replied David, "and that's why I think we should nuke the criminal records archive. Then, everyone could travel freely."
"...including criminals!" replied Jeff.
"That's where the carnage comes in," said David. "All the really bad criminals travel to Hawaii for a vacation, and beat each other senseless. Everyone else is safe."
And so it was put to a nation-wide referendum, failing narrowly to pass, due to three spoiled ballots and two which were eaten by accident.
